The Karnataka government, a major hub for India’s technology sector, officially launched its new Information Technology (IT) and Biotechnology (BT) Policy on November 14, 2025. This ambitious policy is backed by a substantial commitment of ₹967 crore (approximately $116 million) in funding over the next five years. The primary thrust of the policy is to sustain and accelerate the growth of the region’s already booming tech ecosystem, which includes Bengaluru, often dubbed the Silicon Valley of Asia.
A cornerstone of the new policy is the dedicated “Women in Global Tech Missions” fellowship. This specific scheme is designed to address the persistent gender gap in technology leadership by training 1,000 mid-career women professionals in critical areas. The intensive training focuses on leadership skills and expertise in emerging technologies such such as Artificial Intelligence (AI), quantum computing, and data science. The program aims to create a pipeline of qualified female leaders ready to take on senior roles in both global and domestic tech firms. The overall policy framework focuses on broadening the IT-BT sector’s impact beyond Bengaluru by incentivizing growth in Tier-2 and Tier-3 cities across Karnataka. Furthermore, the policy includes provisions for startup funding, incubation support, and creating an improved regulatory environment, ensuring the state maintains its competitive edge in innovation and talent retention.
